Customs uses the WeBOC-notified exchange rate, which changes periodically — adjust this if you know today's rate.
Rs. 0 — Duty Free
One mobile phone brought as personal baggage qualifies for the duty-free allowance under Rule 3(A)(viii) / 6(viii) of the Baggage Rules 2006.
This is an estimate based on the FBR Valuation Ruling No. 2070/2026, SRO 1064(I)/2026 & SRO 1063(I)/2026, the Ninth and Tenth Schedules of the Sales Tax Act 1990 / Income Tax Ordinance 2001, effective 1 July 2026. Actual tax is determined by PTA/DIRBS at the time of registration by IMEI — always verify the exact amount at dirbs.pta.gov.pk before payment.
When you register an imported phone's IMEI with PTA through DIRBS, you pay three things: regulatory duty, sales tax and withholding tax. All three depend on the phone's official customs (C&F) value in USD, not the price you paid. Non-ATL (non-filer) payers pay double the withholding tax. The calculator above uses the following slabs.
| Customs value | Regulatory duty | Sales tax | WHT (ATL) | WHT (Non-ATL) |
|---|---|---|---|---|
| Up to $30 | Rs. 240 | 18% | Rs. 70 | Rs. 140 |
| $31 – $100 | Rs. 2,400 | 18% | Rs. 100 | Rs. 200 |
| $101 – $200 | Rs. 6,000 | 18% | Rs. 100 | Rs. 200 |
| $201 – $350 | Rs. 8,800 | 18% | Rs. 970 | Rs. 1,940 |
| $351 – $500 | Rs. 12,000 | 18% | Rs. 5,000 | Rs. 10,000 |
| Above $500 | Rs. 17,600 | 25% | Rs. 11,500 | Rs. 23,000 |
Sales tax is charged on the customs value converted to rupees, so it changes with the exchange rate. The examples below use Rs. 280 per USD.
Regulatory duty Rs. 17,600 + sales tax 25% (Rs. 35,350) + withholding tax Rs. 11,500 = Rs. 64,450 for an ATL filer, or Rs. 75,950 for a non-filer.
Regulatory duty Rs. 8,800 + sales tax 18% (Rs. 11,340) + withholding tax Rs. 970 = Rs. 21,110 for an ATL filer, or Rs. 22,080 for a non-filer.
Regulatory duty Rs. 6,000 + sales tax 18% (Rs. 5,544) + withholding tax Rs. 100 = Rs. 11,644 for an ATL filer, or Rs. 11,744 for a non-filer.
PTA tax is the combination of regulatory duty, sales tax and withholding tax charged when registering an imported mobile phone's IMEI with the Pakistan Telecommunication Authority through the DIRBS system, so the phone can work on local SIM networks.
CNIC registration follows the standard duty, sales tax and withholding tax structure. Passport registration can be duty-free for one phone if the traveller stayed abroad more than 7 days, it is their first visit of the year, and the phone arrives within 60 days of arrival, under the Baggage Rules 2006.
PTA tax is calculated from the phone's official customs (C&F) value in USD, which determines the applicable regulatory duty band, sales tax rate (18% up to $500, 25% above) and withholding tax band, with non-ATL (non-filer) withholding tax charged at double the ATL (filer) rate.
Yes. Being on FBR's Active Taxpayers' List halves the withholding tax component. For high-value phones this saves several thousand rupees. If you are not yet on the list, see our income tax return services.
The official amount is shown by PTA's DIRBS system at the time of registration. Use this calculator to plan ahead, and confirm the final figure at dirbs.pta.gov.pk. You may also like our withholding tax calculator and other tax tools.
